[MISSION] Oxidize - Pollution Dilution

- Added a WaitForAllDead to prevent giga stacking, should be considerably more manageable than before.

W3's boss is unchanged (tests ran: Pyro/Scout/Demoman, and Soldier/Scout/Engineer right after), respecting its barrage and close-range lethality as majority of classes should be advised.
