You can if you want but it might not be worth your time since the staff may not give you access to the testing servers. You'll need to make your own arrangements to have your mission tested.

I would not risk gambling your time on it but if you absolutely want to, there's nothing stopping you from submitting a mission and having it judged.

For anything else you'll need to speak to a Moonlight staff member directly.
